At the February 17 City Council Meeting, held at 6 PM in the City Hall Council Chambers and on Microsoft Teams, Biddeford residents will be asked to provide feedback on the following topics:


🔹 CDBG Public Hearing

The Community Development Block Grant (CDBG) program is a federal program administered by the U.S. Department of Housing and Urban Development that provides funding to communities to support affordable housing, public facilities and infrastructure improvements, economic development, and public services that primarily benefit low- and moderate-income residents. As a CDBG entitlement community, the City of Biddeford is required to prepare several planning documents that guide how these funds are used. The Five-Year Consolidated Plan establishes the City’s housing and community development priorities and goals for a five-year period. The Annual Action Plans outline how CDBG funds will be allocated and spent each program year to carry out those goals, including specific projects, activities, and budgets. The City Council will hold the second public hearing on these plans at their February 17 meeting.


🔹 Recreation Bond Public Comments

The City of Biddeford is inviting residents to share their feedback on recreation needs and priorities in Biddeford during this public comment period. The feedback provided will inform future decision-making on the use of the $6 million General Obligation Bond approved by voters in November 2025 to fund improvements to the City’s recreation facilities. In addition to the public comment period, a short survey is available online at www.biddefordmaine.org/recbondsurvey.
