šŸ“°BIDDEFORD | Man Alleges Misconduct by DHHS, Police, Mayor, and City Staff

October 22, 2025, Last night, A current resident of Berwick Maine addressed the Biddeford City Council and Council Staff regarding an issue that took place in the City of Biddeford.


The Maine resident, who identified himself as Ryan Michaels (a 100% disabled veteran), claims that on March 11th, 2025, he was ā€œwrongfully removed and bannedā€ from the Maine Department of Health and Human Services office located in Biddeford. Furthermore, following this incident, Michaels alleges that ā€œBiddeford city leadership including the Mayor, City Manager and Chief of Police, were formally given evidence of retaliation and ADA violations [regarding said incident], yet chose silenceā€.


Michaels went on to allege that the banning and removal from the Biddeford DHHS office occurred ā€œbased on the false claimsā€ of a DHHS worker, and specifically alleged that said DHHS worker told Biddeford police that he ā€œwas unstable and not in touch with realityā€.


Mr. Michaels then went on to claim on September 8, 2025, he hand delivered a formal complaint packet to Biddeford City Hall regarding the aforementioned incident. According to Michales, the formal complaint packet was ā€œcomplete with recordings, police reports, and documented proof of misconductā€.


Michaels then held up a piece of paper to the City Council alleged to be the ā€œdelivery receipt…signed by someone in your [City Government] officeā€ that he received from City Hall staff upon delivering the formal complaint packet.


Mr. Michaels ended his remarks by hand submitting documentation to the Council & Council Staff. He thanked the city leadership for their time and posed one final question; ā€œWill you finally acknowledge this, and will you commit to providing an official response?ā€
