The DRAFT 2024-2028 Five-Year Consolidated Plan, DRAFT Year 1 Annual Action Plan and budgets, and DRAFT Year 2 Annual Action Plan and budgets will be made available for review at the Planning and Development Department, 2nd Floor City Hall, 205 Main Street, Biddeford, Maine and on the Planning and Development Department page of the City’s website beginning on October 14, 2025.

The Biddeford City Council will hold a public hearing on Thursday, November 6, 2025, at 6:00 pm at the regular City Council meeting when the CDBG plans and budgets are reviewed for adoption by City Council. The public comment period will begin on October 14, 2025 and end on November 13, 2025.
