📰BIDDEFORD | City Accepting Proposals for 5-Points Intersection

February 25, 2026, The City of Biddeford is accepting proposals to select qualified traffic planning and engineering firms to evaluate the existing 5-Points Intersection and explore new concept designs to improve safety and mobility.

Per the City’s recently awarded SS4A Federal Grant, the Consultant will analyze the existing complex 5-Points Intersection through data gathering and traffic modeling to develop a handful of concept designs focusing on safety & mobility; after a concept review with the City, FHWA, and MaineDOT – the Consultant will progress two of the concept designs to a 25% level preliminary design.

All questions regarding this Request for Proposal (RFP) shall be emailed to the City Engineer (Craig Chekan; craig.chekan@biddefordmaine.org) no later than 12:00pm noon on March 18th, 2026.


All ‘Questions and Answers’ will be posted to this website by 12:00pm noon on March 26th, 2026 and shall be acknowledged in each consultant’s RFP to be deemed complete.


Proposals shall be delivered to the City of Biddeford’s Engineering Department (City Hall, 205 Main Street, 3rd Floor, Biddeford, ME 04005) no later than 12:00pm noon on April 2nd, 2026.


Answers to questions by prospective bidders will be posted on this page. The City of Biddeford is not keeping a list of prospective bidders so it will be the responsibility person or companies interested in bidding to check back on this page for updates.
