August 10, 2026, Tonight, the Biddeford Charter Commission held an open comment period for residents of Biddeford to better understand what concerns exsist regarding the current City Charter.
A city charter is a foundational legal document or "constitution" that establishes a city's government, defines its structure and powers, sets the rules for how local leaders are elected, and how decisions are made.
The Biddeford City Charter was last revised 20 years ago in 2006.
The goal of receiving comment from the public, is for the commision to utilize the provided feedback while proposing updates to the Charter.
One thing quickly became abundantly clear during this meeting, every single Commissioner was there to intently listen and take notes - it appeared they were taking the comments very seriously.
Residents who spoke at the podium addressed concerns pertaining to an array of topics including but not limited to, school committee language, city councilor terms (limits and staggered), extending Mayoral term to 3 years, removal of residency requirment for school Supernitendent and more.

Following the comment period, Commission Chair Norman Belanger reminded attendees, "this is no where near your last opportunity to provide input... the more input we can get, the better off we all are."
