📰BIDDEFORD | UNE Responds After Council Imposed 180 Day Moratorium

January 28, 2026, Following the approval of a 180 day moratorium by the Biddeford City Council pertaining to development for the University of New England (UNE), the University reached out to the Biddeford Buzz and issued the following statement:



"While we do not think the development moratorium is necessary, UNE respects the council’s decision.


We appreciate the opportunity for thoughtful dialogue about the future of our campus and its role in the community, and President Herbert looks forward to serving on the ad hoc committee and engaging constructively in that process."


According to City Solicitor Harry Center, “the current rapid expansion of the University of New England within the Institutional Zone and potential expansion of large-scale university use outside the current IZ cannot be adequately reviewed, regulated and potentially approved in a manner consistent with the current Comprehensive Plan, and land use regulations.
