📰BIDDEFORD | Mayor Nominates New Councilor-at-Large to Fill Vacant Seat

BIDDEFORD (September 30, 2025) —Mayor Martin Grohman has announced the nomination of Stephen St. Cyr as a Councilor-at-Large for the City of Biddeford, pending a vote of confirmation at the October 7 City Council meeting. St. Cyr will fill the seat made vacant by former Councilor Doris Ortiz for the remainder of the current term, which will expire in December 2025.

“I’m grateful that Steve St. Cyr has agreed to step forward and serve,” Mayor Grohman said. “His experience and balance will be a real asset to the Council. At a time when Biddeford is growing and facing important decisions, Steve’s steady hand will help us keep moving forward together.”

St. Cyr served as Biddeford’s Ward 3 City Councilor from 2015 to 2021. He is a professional accountant with extensive experience in fiscal management and community service. St. Cyr served for several years as the president of the Biddeford-Saco Chamber of Commerce and Industry board of directors and has been actively engaged in civic life and is committed to serving the community.


“I’m experienced and ready to serve,” St. Cyr said. “My goal is to listen, work hard, and do my best for the city and its citizens.”

If confirmed by the City Council at the beginning of Tuesday’s meeting, St. Cyr will be sworn in immediately so he can participate in the rest of the meeting.
