📰BIDDEFORD | Council President Prosposes Invoicing Senator Collins' Office for City's Incurred Expenses Due to ICE Shooting Death

August 25, 2026, A unique moment played out this past tuesday at the Biddeford City Council Meeting.

During Biddeford City Council President Roger Beaupre's closing remarks of the meeting, while discussing the recent ICE Shooting death of Johan Sebastián Durán Guerrero, Beaupre suggested to his peers, that the City of Biddeford should send an "invoice to Senator Collins" for costs he belives have been incurred by the city, due to ICE shooting and killing of Gurrero on July 13, 2026.

Notably, this comment comes just two weeks after Beaupre, the former Biddeford police Chief of 42 years, cautioned his peers (and residents of Biddeford) to wait to make judgements on the shooting until the "investigation has been concluded".

While addressing Mayor LaFountain and fellow councilors, Beaupre stated:

"All these things [police, public works, etc] cost the city of Biddeford dollars.

In preparation for all of the meetings and events that occurred throughout the city, the police department has expended roughly $35,000 in overtime funds, just in the matter of a month.

I propose... our city manager to coordinate with other departments... find out what the costs have been incurred by the City of Biddeford as a result of this event, and to send a bill to Senator Collins' Office asking for reimbursement of all expenses that the city if Biddeford has incurred.

I would hope that the rest of the council members support this venture, I'm not asking for a vote, I'm just reccomending we recoup some of our losses."

Beaupre ended his remarks expressing, "As we continue to wait for the final results of what the AG is going to do, irrespective of anything else we should be made whole... because we didn't cause this event."

At this time, it's unclear if city leadership will pursue sending an invoice to U.S. Senator Susan Collins.

Following the remarks, we reached out to the office of U.S Senator Susan Collins. A spokesperson for the Senator pointed towards the recent $20 million secured by Collins in a federal funding bill, for the purchasing of body-worn cameras for all Immigration and Customs Enforcement (ICE) agents.

In addition, the spokesperson for Collins reaffirmed previous comments made by the Senator expressing that funds Collins has voted in favor of for ICE, were not funds approved for the purchase of "shock gloves".
