Sen. Ingwersen celebrates Community Action Grants awarded to municipalities and service providers for projects in Biddeford, Dayton, Hollis and Lyman
The funds awarded will support storm recovery and resilience projects to protect Maine people, businesses and infrastructure.
September 14, 2026, Sen. Henry Ingwersen, D-Arundel, is pleased to announce that municipalities and service providers across Senate District 32 are recipients of a Community Action Grant award from the Community Resilience Partnership. The Partnership, administered by the Maine Office of Community Affairs, helps Maine communities transition to clean energy and become more resilient to climate effects, including severe storms and flooding.

The below projects in Senate District 32 were included in this round of Community Action Grant awards:
Biddeford: $72,000 for energy audits of Biddeford municipal buildings. These audits will establish a baseline for building energy use and seek recommendations to reduce energy consumption.
Biddeford: $47,500 for York County Emergency Management Agency to conduct a Community Vulnerability Assessment.
Dayton: $43,000 for public green space and stormwater improvements.
Dayton, Lyman: $45,000 for the York County Soil and Water Conservation District to help the Towns of Dayton and Lyman enroll in the Community Resilience Partnership.
Hollis: $78,584 for the Town of Hollis Waste Diversion Initiative.
Hollis: $37,043.63 for the Hollis Heat Pump Installation and Emergency Center Supply Project.
“I am excited to see this many Community Action Grants awarded to municipalities and service providers across the district,” said Sen. Ingwersen. “Taken together, these grants and projects will greatly enhance our climate resilience in the region. The time to prepare for more extreme weather is now, before the next big flood or storm, and these critical investments help us do just that.”
The most recent round of grant funding, awarded earlier this month, is the second set this year and seventh overall. It will support projects in 72 communities with $4.7 million in total awards. The previous round, which was announced in May of this year, supported projects in 76 Maine communities with over $5 million awarded. A complete list of those awardees is available here.
Funding for the grants comes from several sources, including measures passed by the Maine Legislature with Sen. Ingwersen’s support:

The Supplemental Budget that was passed by the Legislature in 2024 to increase community resilience and preparedness in the wake of the December 2023 and January 2024 storms;
Funds from the biennial budget authorized by the Legislature in 2023; and
A federal grant from the National Oceanic and Atmospheric Administration.
Sen. Henry Ingwersen is currently serving his second term in the Maine Senate. He is the Senate chair of the Legislature’s Health and Human Services Committee. He also serves on the Agriculture, Conservation and Forestry Committee. Sen. Ingwersen represents Senate District 32, which includes Arundel, Biddeford, Dayton, Hollis and Lyman.
