đź“°BIDDEFORD | Biddeford City Council Adjusts Meeting Location | Mayor to Issue Proclamation Following Fatal ICE Shooting

July 20, 2026, The Biddeford City Council will hold its first meeting on Tuesday, July 21, since the fatal shooting of Johan Sebastián Durán Guerrero by federal immigration agents. The regularly scheduled meeting will begin at 6:00 p.m. in the Little Theater at Biddeford High School to accommodate anticipated community attendance.



Following the tragic shooting in Biddeford on Monday, July 13, Mayor Liam LaFountain and members of the City Council determined that changes to the meeting’s location and format were necessary to ensure that residents have a meaningful opportunity to be heard.


“This will be our first council meeting since Johan was killed, and it is important that our community has the time and space to grieve, speak, and be heard,” said Mayor LaFountain. “To ensure the well-being of Biddeford residents, I am working with City staff and community partners to ensure we have appropriate mental health services at the meeting.”


During the meeting, Mayor LaFountain will issue a mayoral proclamation, centering the family and calling for a transparent and independent investigation with the full involvement of Maine law enforcement.


Parking for the meeting is available in the student lot across from the electronic sign, and access to the theater will be available via the Tiger Gym entrance. Members of the public can stream the meeting live on the Biddeford School Department YouTube page, but remote public comment will not be available.


The previously advertised 5:00 PM Special City Council Meeting has been cancelled. Don Gerrish, the consultant hired to lead a national search for a new City Manager, will present an update on the search process at a future meeting.
