December 19, 2025, The City of Biddeford will receive sealed bids for the Alfred Street Sewer Separation Phase 3 Project until 2:00 p.m. prevailing local time on January 22nd, 2026 at the Biddeford City Hall, 205 Main Street, 3rd floor – Engineering Dept., Biddeford, Maine 04005.

Bid documents shall be in clearly marked sealed envelopes titled Alfred Street Sewer Separation Phase 3 Project. All bids will be opened and read aloud at the Biddeford City Hall at 2:00 pm on January 22nd, 2026. Bids shall be hand delivered to the City prior to the bid opening as described above.
The project is currently scheduled to be awarded on February 3rd, 2026 at the City Council Meeting.
Work associated with the project will generally include installation of storm drain, catch basins and water main on Alfred Street, from approximately Summer Street to Porter Street, and along Mt. Vernon, Birch, and Porter Streets. Gravity sewer infrastructure replacement is also proposed along Mt. Vernon and Porter Streets, with limited areas of replacement along Alfred and Birch Streets.
In a joint effort with The Maine Water Company (“MWC”), the project will generally consist of two scopes of work:
Scope 1 Storm Sewer Separation: separate existing drainage within a combined sewer system via the installation of new storm drain, drain manholes, and catch basins
Scope 2 Water Main Replacement: installation of water main, removal of existing water main, and reconnection of associated water services (Refer to SECTION 00520 for water specific agreement and specifications)
All work associated with the project shall commence no earlier than March 16th, 2026, unless allowed earlier by the City. Substantial completion shall be completed by October 30th, 2026 and Final Completion and shall be completed by November 13th, 2026.

Interested planholders will be prompted to input their contact information prior to downloading the RFP package. Only users who register their contact information through the City’s website will be considered an official planholder; any addenda to this RFP will be sent electronically to official registered planholders.
If needed, a hardcopy of the Contract Documents for the work may be examined at the Biddeford City Hall, 205 Main Street, 3rd floor – Engineering Dept. Biddeford, Maine 04005 after December 18, 2025. Where the primary access to the Biddeford Central Fire Station is located within the project footprint, special accommodations will need to be considered for continued operations of emergency service use of the roads through the project corridor. While water, drain, and sewer can worked on separately or simultaneously to construct the project as efficiently as possible, the sequence and timing of rerouting the existing utilities should consider all phases of the project to minimize disruption of regular services and keeping roads open to the extent possible and practical.
A bid must be accompanied by Bid security made payable to Owner in an amount of 5% of the Bidder’s Total Bid Price (sum of City scope and MWC scope) in the form of a certified check or Bid bond issued by surety meeting the requirements of the General Conditions to be included with the Bid. No bids may be withdrawn within sixty (60) calendar days of the bid opening unless released by the Owner.
The successful bidder shall be required to furnish two separate performance bonds and payment bonds for the total of each part of the scope-of-work:
Scope 1: City of Biddeford Storm Sewer Separation
Scope 2: MWC Water Main Replacement
The City of Biddeford & MWC reserve the right to reject any or all Bids, to waive any technical or legal deficiencies, to accept any Bid that it may deem to be in the best interests of the City of Biddeford & MWC, to negotiate the contract Price with any Bidder, and to omit any item or items deemed advisable for the interest of the City of Biddeford & MWC.
