📰 BIDDEFORD | Biddeford's Chief Operating Officer Announces Retirement from Public Service; Congratulations Brian Phinney!

November 25, 2025, This morning, city hall personnel confirmed that Brian Phinney, Biddeford's Chief Operating Officer (COO), has formally announced his intended retirement from public service effective January 15, 2026.

"Brian has been a huge help to me since I joined the City a few months ago, said City Manager Truc Dever."


Dever went on to say, "I appreciate all that he has done for the City of Biddeford and for this community. I wish him all the best in retirement."


In addition to his role as COO, Phinney temporarily served as acting city manager for several months after former city manager Jim Bennett was placed on unpaid administrative leave.


Brian has been described by many in the community as being calm, unassuming, and always remaining focused on the task(s) at hand.


A huge thank you to Brian for all of his hard work and dedicated years of service!
