BREAKING: Biddeford Policy Committee tables Liscense plate reader/ Surveillance Technology Oversight Ordinance

September 28, 2026, In a 4 to 1 vote, members of the City of Biddeford Policy Committee voted to table an ordinance brought forward this evening pertaining to "Surveillance Technology Oversight".
"I read the ordinance 2, 3, 4 times… I found it very hard to understand… there were requirements with no clear deliniation... it seemed to me, more then a small town like Biddeford should be taking on alone. It is far too complicated of a solution for a town of our size", said former city councilor and current policy committee member Norm Belanger.
And as Randy Seaver pointed out, Norm is a Harvard educated lawyer... if he says "it's hard to understand", then it may just need to be "reworked" before moving past the committee to the council for approval.
Both committee members Pierson and Beaupre voiced similar concerns to that of member Belanger.
With that being said, following discussion, Council President and Policy Committee member Roger Beaupre moved to table the ordinance.
The motion passed 4 to 1 with all in favor, less Councilor David Kurtz - the ordinance is now tabled while the committee works to gain greater clarity on the document and its intended use.
Important to note, by tabling the ordinance to gain greater clarity, the committee is trying to ensure that when the document reaches the City Council, they do not have to send it back to policy committee to be reworked, saving time in the process.
