January 30, 2026, A little over 2 weeks ago we shared a story about several Biddeford residents alleging āvindictive behaviorā from staff at the York County Judicial Center located at 515 Elm Street (Route 1).

The general sentiments of the original article outlined claims from several residents that the new center has not fulfilled promises described in their development contract and have continually ignored requests from city officials to comply with said contract.
With that being said, since publishing the aforementioned article, an official from the courthouse has responded.
In a comment posted to the Biddeford Buzz Facebook this past week, YCJC building manager Edward Caron responded to the claims from several Biddeford residents who abutt the courthouse stating:
āThe perimeter parking lot lights⦠come on at 4pm and shut off at 6 30 am. Thies [these] lights are set at 60% luminous and are on for safety purposes.

All lights in the center of the parking lot are tuned [turned] on manually at 4 pm and are manually tuned [turned] off at 8 pm⦠they also are set at 60 % luminous and are on for employee safety, Thier [their] are some ligts [lights]... that we have had programming issues with and are diligently working to correct the issues as they arise.
The judicial branch has made countless efforts to appease the primary complaint (neighbor) in an experiment to block light to this pericular [particular] neighbor⦠a 16' x 20' green tarp was installed within the buffer zone between the two properties with the towns recommendation. Two days later the tarp was removed and seen on another neighbor's property.

According to Edward Caron's Facebook, Instagram, and posts he made to third party Facebook groups from his personal profiles informing individuals of his employment change, it appears he began working at YCJC as the building manager in June of 2024.

Although city leadership listened to the concerns of residents attentively during the January 13, 2026 City Council meeting, it's still unclear what direct steps, if any, they will take to address the concerns of residents that abutt the property.
We will continue to monitor the concerns and allegations from the abutters of YCJC, and will update the public as information becomes available.
