đź“°BIDDEFORD | Interim City Manager Search Begins | Mayor Thanks Dever for Service

April 28, 2026, This evening, Mayor LaFountain and city Councilors met for a “special City Council meeting” to discuss “a Personnel and contract matter”, specifically the resignation of Biddeford city manager, Truc Dever.”


Following the pledge of allegiance, city leadership entered an “executive session” to discuss the matter(s) privately.


According to Mayor LaFountain, “Executive sessions exist precisely for these type of moments to protect both the employee and the employer, or the city in this case, from legal exposure, and to ensure we handle this transition properly and fairly for both parties.”


After concluding the executive session, Mayor LaFountain addressed residents and staff in city chambers regarding the private discussion, as well as to recognize Truc Dever for “her service to the city over these last nine months.”



“I want to take a moment to thank Truc for her service to the city over these last nine months. She stepped into this role for a period that is a real challenge for the city of Biddeford and through all of it she's showed us a positive attitude and great work ethics, so I want to thank her for that service on behalf of the city”, said Mayor LaFountain.


Notably, this statment from the mayor garnered a standing ovation from City Councilors, deparment heads, and meeting attendees, signaling their thanks to Dever.


LaFountain went on to say, “Public service, especially these days is incredibly difficult and often a thankless job. I appreciate that service that she provided to the city of Biddeford and our residents, and wish her well in what comes next.”


The Mayor then explained to meeting attendees that during the executive session “city council also discussed the notice of termination, and we'll [city council] look to accept that at our May 5th meeting, which is next Tuesday.”


LaFountain ended the meeting informing attendees, “Looking ahead, the city will be engaging an interim city manager and a process from outside the organization.”


According to the Mayor, “This is a common practice and proven approach, and brings stability to an organization, maintains continuity of services, and gives the Council the time needed to conduct a more thorough search for our next permanent city manager.”


In closing, LaFountain expressed, “I know, this process will raise a lot of questions, and I want you to know that the council and I are committed and focused on serving the residents of Biddeford and keeping all of you involved.


Both the public and City staff, we thank you for all your work during this transitional period.”
